When Art student Mika Sweet goes home for the holiday break to Kaupati, he finds the Northland town not as he remembers. The charismatic new mayor, Justin Coleman has transformed the place, ridding it of crime and drugs. Everyone it seems leads calm and secure lives. He has even transformed a local gang, setting them up in business as "Bloke-for-Hire" - providing odd-jobs, garden maintenance and other services to the community. Coleman takes an interest in Mika and especially his art and he invites him to exhibit his works in the town hall, promising to connect him to influential New York art dealers. Mika agrees but finds Coleman disturbing.

But it's Mika's attraction to the perplexing Gabby, who works in a local take-away joint, that turns his world upside-down. Gabby tells Mika she is an on-furlough angel and that Coleman is really the prince of darkness whose human form must be destroyed - again "It's not for the first time". To top it all, she informs Mika that he has been chosen to take the initiative and kill Coleman.

When Mika balks at the task, Gabby, claiming the "Bloke-for-Hire" utes are actually taking the souls of residents away in garden bags, takes him along with her to intercept one of the utes to "free the souls". Mika is now in trouble. By morning his art exhibition is mysteriously defaced and Gabby has disappeared. He is faced with a fateful decision. Will he find Gabby and kill Coleman, thus freeing Kaupati from the Devil or will he be killed and Coleman re-elected? Armed with a stolen shotgun, the law hunting him and doubts about his own sanity, the quest begins.
