Police officer Todd Masters is an idealist, firmly believing in the law and procedure. His new partner, rookie Drake Richards, is not so inclined to go by the book, believing more in the results than the methods. As Richards starts using whatever means necessary to catch the crooks, getting more and more violent, Masters finds himself in a crisis of conscience. Will he stand by and allow Richards to continue down this dark path, or will Masters have to save the criminals from the police?
